Could not query users

DEBUG MODE

SQL Error : 1146 Table 'bigl.phpbb_downloads' doesn't exist

SELECT * FROM phpbb_downloads ORDER by sort

That sounds like you didn't execute the table_install.php file, the one that creates and/or alters the tables in your database.
