Suggestion for download mod

I wanted to know if it was possible to make it so that the users could earn
"bandwith" by posting or other things and then you could set what each thing was worth. So this would force them to be active in the forums to be able to download stuff. Just wondering... Plus, I don't know how to make it so it will work with phpnuke, but that would just be extra. Thanks
